For same-day service, all documentation must be submitted by 2:30 p.m., either in person or online. Applications received after 2:30 p.m. will be processed the next business day. Service start dates are available Monday to Thursday and on alternating Fridays, excluding holidays. Processing will not begin until the required fee is paid. A representative will contact you within one business day of submitting the application.

Water Service Policy for Rental Properties

Due to a significant rise in cases where tenants leave rental properties with unpaid water bills, water service will now be provided only under the following conditions:

  • Service must be established in the name of the property owner or manager, or
  • Both the tenant and the property owner/manager must apply jointly.

New applicants must verify ownership of the property to receive service. If the applicant is not the property owner, water service will not be provided until the owner submits acceptable proof of ownership (e.g., property deed, tax statement, closing escrow documents) and completes a signed verification form. Valid identification is also required for signature verification.


Ownership Verification

By signing below, the property owner/manager confirms that they have read and understand the policy above and certify that they are the legal owner of the property for which water service is requested.

The owner/manager acknowledges full responsibility for all water service charges billed to the property and agrees to comply with all District rules and regulations.

In the event of non-payment, the account is subject to shutoff. Service will be restored only after full payment of all outstanding charges, including any applicable late and reconnection fees.

Continued non-payment may result in a lien being placed on the property in accordance with LPVCWD Ordinance 82-1.


Water Utility Service - Terms of Service

  1. Application Fee: $25.00 non-refundable fee charged per account for requesting to establish residential, commercial, and/or fire protection utility services.
  2. Service Deposit: A refundable service deposit may be required when a customer has a history of late or missed payments or has given the district sufficient cause to require a deposit. The necessity and amount of the deposit will be determined by the City of Industry Waterworks System and will be based on the customer's prior billing history. All collected service deposits will remain on the account until the utility service is closed and finalized. At that time, the deposit will be applied toward the final bill. If the deposit exceeds the final charges, the remaining balance will be refunded by check to the person named on the account. If the final bill is greater than the deposit, the remaining amount due will be billed to the account holder.
  3. Documentation: When establishing an account with the City of Industry Waterworks System, the applicant must provide documentation verifying their legal right to occupy or own the property. Acceptable documentation includes a copy of the escrow papers or property tax bill showing the owner's name and address, a settlement agreement or other document indicating the date ownership was transferred, or a lease agreement or similar document showing the date the applicant began leasing the property.
  4. Processing & Payment: After your application has been reviewed, a Customer Service Representative will contact you using either the phone number or email address provided on your application to arrange payment for the Non-Refundable Application/Transfer Fee. Please note that your application will not be processed until this fee has been received.
